The Wassenaar Arrangement (WA)


Vienna hosts the Secretariat of the Wassenaar Arrangement on Export Controls for Conventional Arms and Dual-Use Goods and Technologies (WA). The Arrangement contributes to regional and international security and stability by promoting transparency and greater responsibility in the transfer of goods and technologies not directly related to nuclear weapons. The Wassenaar Arrangement, comprising 33 states, was established in July, 1996. It replaces the former COCOM (Coordinating Committee for Multilateral Export Controls), which was an informal arrangement to counter the threat from Communist nations during the Cold War. Recently, participating states have been intensifying cooperation to prevent terrorist groups and individuals from acquiring conventional arms and dual-use goods and technologies. Japan has actively contributed to strengthening coordination among member countries in restraining arms exports to regions of conflict.
