Statement by Ambassador Mitsuru Kitano at the Board of Governors Meeting starting on Thursday, 26 November 2015 Item 4(b): Implementation of the NPT safeguards agreement and relevant provisions of UN Security Council resolutions in the Islamic Republic of Iran

Thank you, Mr. Chairman,

Japan takes note of the Director General’s report dated 18th November 2015 (GOV/2015/65) and appreciates the Secretariat’s strenuous efforts towards clarifying the Iranian nuclear issue.

Mr. Chairman,

Japan welcomes that the “Adoption Day” of the Joint Comprehensive Plan of Action (JCPOA) was reached on 18th October 2015. Japan recognizes positively Iran’s indication to the Agency that, effective on the JCPOA “Implementation Day”, Iran will provisionally apply the Additional Protocol to its Safeguards Agreement and fully implement the modified Code 3.1.. Likewise, Japan welcomes the fact that Iran has started removing centrifuges and related infrastructure in the nuclear facilities in Natanz and Fordow and the Agency has begun conducting preparatory activities related to the verification and monitoring of Iran’s nuclear-related commitments under the JCPOA, including verification and monitoring of the steps Iran has begun taking.

We are of the view that the steady implementation of the JCPOA is indispensable to strengthen the international non-proliferation regime and to achieve the stability of the Middle East region. In this regard, we urge Iran to implement faithfully its nuclear-related commitments under the JCPOA in close cooperation with the IAEA. At the same time, Japan highly appreciates the role which the IAEA has been playing in the Iranian nuclear issue and will continue to support its activities which will become even more significant in areas such as verification and monitoring related to the JCPOA.

Mr. Chairman,

Throughout the implementation process of the “Road-map for the clarification of past and present outstanding issues regarding Iran’s nuclear program”, Japan has continuously expressed its strong hope that the information provided by Iran includes content which addresses the concerns of the IAEA in a substantial manner and that Iran provides access to all relevant information, documentation, sites, material, and personnel in Iran in response to the requests made by the IAEA. In this regard, Japan welcomes that the activities set out in the Road-map for the period to 15th October have been completed on schedule. Japan also takes note with great interest that the Director General and the Deputy Director General for Safeguards visited the particular location at the Parchin site of interest to the Agency on 20th September this year.
We hope that the final assessment of the Director General on the resolution of all past and present outstanding issues, to be presented to the Board by 15th December, will contain elements conducive to the decision of the Board of Governors.

Japan spares no efforts to extend its cooperation for the steady implementation of the JCPOA. In the Summit meeting between Japan and Iran in New York last September, Prime Minister Abe of Japan told President Rohani that steady implementation of the final agreement on the nuclear issue is important and that Japan expects the cooperation between Iran and the IAEA. He also expressed the Japanese government’s wish to play its proactive role in the implementation process. Following this, Mr. Fumio Kishida, Minister for Foreign Affairs of Japan paid an official visit to Iran in October, and at the occasion, a Joint Statement on the cooperation between the two countries was issued. Both sides agreed to cooperate in the field of nuclear safety and implementation of IAEA safeguards and transparency measures in order to support Iran in its steady implementation of the JCPOA in close cooperation with the IAEA.

Mr. Chairman,

We strongly hope that the steady implementation of the two agreements, the JCPOA and the Roadmap, will lead to a peaceful and diplomatic resolution of the Iranian nuclear issue at the earliest possible time.

The Practical Export Control Workshop was hosted by the Wassenaar Arrangement as part of its 20th Anniversary programs and held at the Permanent Mission of Japan to the International Organizations in Vienna on 27 and 28 June 2016. More than 100 government representatives from 46 countries participated in the technically focused Practical Workshop.
 
Workshop speakers included the 2016 WA Plenary Chair Ambassador Anu Laamanen (Finland), 2016 WA General Working Group Chair Ambassador Paul Beijer (Sweden), 2015-2016 WA Experts Group Chair Robertas Rosinas (Lithuania), 2016 WA Licensing and Enforcement Officers Meeting Chair Jon Erik Strömö (Norway), as well as the Head of the WA Secretariat, Ambassador Philip Griffiths. The WA control lists as well as export licensing and enforcement topics were covered during the two days.
