Statement by Ambassador HIKIHARA Takeshi at the IAEA Board of Governors Meeting starting on Monday, 14 September 2020: Item 9(c): NPT Safeguards Agreement with the Islamic Republic of Iran

Thank you, Madame Chair,
Japan appreciates the Director General’s report on this agenda item as well as the technical briefing by the Secretariat. Japan highly commends professional and impartial efforts of the Agency related to the safeguards verification in Iran.
Japan strongly supports the Agency to continue to fully carry out its mandate in accordance with the Statute, the Safeguards Agreement and the Additional Protocol. In this context, Japan welcomes the agreement between the Agency and Iran, dated 26th August 2020 and appreciates the intensive efforts of DG Grossi and the Secretariat.
Madame Chair,
The Agency’s safeguards are a fundamental component of nuclear non-proliferation. Noting that a complementary access at one location has been conducted, we would like to stress that a complementary access at the second location must also be conducted as agreed. The outstanding questions of the IAEA on these locations should be clarified. Japan calls upon once again Iran to cooperate fully with the Agency.
Japan requests the Director General to keep the Board of Governors informed on this issue.
