Statement by Ambassador HIKIHARA Takeshi at the IAEA Board of Governors Meeting starting on Monday, 6 June 2022 Item 8(e): NPT Safeguards Agreement with the Islamic Republic of Iran

Japan appreciates the Director General’s report and the technical briefing held by the Secretariat on this agenda item.
 
The Agency’s safeguards are a fundamental component of the nuclear non-proliferation regime under the NPT. Japan deeply regrets that after the completion of the actions set out in the Joint Statement between Iran and the Agency dated 5th March, Iran has not provided explanations that are technically credible in relation to the Agency’s findings at Turquzabad, Varamin and ‘Marivan’. Japan also regrets that nuclear activities and nuclear material used at Lavisan-Shian were not declared by Iran as required under Iran’s CSA.

Each member of the Agency has to act in a manner to preserve the integrity of the safeguards system. Japan is deeply concerned that after more than two years since this issue was brought to the attention of the Board, the safeguards issues on undeclared locations in Iran remain unresolved.
 
Japan highly commends the professional and impartial work of the Director General and the Secretariat in the implementation of safeguards. Japan strongly supports the Agency’s continued efforts aimed at resolving the outstanding issues and providing assurance that Iran’s nuclear programme is exclusively peaceful.
 
Japan urges Iran to cooperate with the Agency fully and immediately, to fulfill its legal obligations, and to engage without further delay with the Agency to resolve all outstanding issues.
 
Iran’s legal obligations under the Subsidiary Arrangements to its Safeguards Agreement cannot be modified unilaterally. Japan calls on Iran to fulfill all of its legal obligations under the Subsidiary Arrangements and fully implement modified Code 3.1.
 
Japan requests the Director General to keep the Board of Governors informed on this issue.
