Japan appreciates DG Grossi’s updates in his written opening statement on the nuclear activities of North Korea. Japan commends the Secretariat for its sustained dedication and professionalism in monitoring developments concerning North Korea’s nuclear program, which remain a matter of serious concern.
Chair,
Japan reiterates its serious concern about North Korea’s nuclear activities; the operation of the 5MW(e) reactor and , the enrichment activities, possible restart of reprocessing campaign and other activities indicative of the continued advancement of its nuclear program, as DG Grossi said.
Japan expresses deep concern over North Korea’s recent series of provocative statements regarding the enhancement of its nuclear arms capabilities. North Korea publicly revealed images of a uranium enrichment facility, thereby demonstrating its expanding nuclear weapons production capabilities.
Furthermore, having launched over 20 ballistic missiles last year, North Korea conducted yet another launch at the beginning of this year. Japan strongly condemns such North Korea’s missile activities as well.
These North Korean actions constitute clear violations of relevant UN Security Council resolutions, jeopardize international peace and security, and undermine the global nonproliferation regime. Japan strongly urges North Korea to fully comply with relevant UN Security Council resolutions, the NPT and the Agency’s comprehensive safeguards, and to take concrete steps towards achieving complete, verifiable, and irreversible dismantlement of all of its nuclear weapons, any other weapons of mass destruction, and ballistic missiles of all ranges.
Regrettably, the risk of further provocations remains. Making a robust and coordinated response from the international community is essential. Japan emphasizes the critical importance of full implementation of all relevant UN Security Council resolutions by all Member States. In this regard, Japan reiterates its serious concern over the increasing military cooperation between Russia and North Korea, including the potential for any transfer of nuclear or ballistic missile-related technology from Russia to North Korea.

Japan reaffirms its resolute commitment to the complete denuclearization of North Korea in accordance with the UN Security Council resolutions as underlined in the Japan-US-RoK Joint Statement issued last month. Japan remains steadfast in fulfilling its essential role in this regard.
Japan underscores the necessity of ensuring that this critical issue remains on the Board’s agenda for continued consideration.
