Statement by Ambassador KAIFU Atsushi at the IAEA Board of Governors Meeting starting on Monday, 3 March 2025 Item 6: Verification and Monitoring in the Islamic Republic of Iran in light of the United Nations Security Council Resolution 2231 (2015)

Japan appreciates the Director General’s report on this agenda item. We commend the professional and impartial work and efforts of the Director General and the Secretariat.
Japan reiterates its support for the non-proliferation objectives of the JCPOA. The exclusively peaceful nature of Iran’s nuclear program needs to be ensured, and the IAEA’s verification and monitoring activities are essential elements to this end. In this regard, Japan has recently decided to make additional financial contribution to support these activities of the Agency.
Japan remains deeply concerned that the IAEA’s verification and monitoring activities have been seriously affected by the cessation of Iran’s implementation of its nuclear-related commitments under the JCPOA. It is deeply worrying that the Agency has lost continuity of knowledge in relation to the production and inventory of centrifuges, rotors and bellows, among other things.
Japan also expresses its serious concern over the significant increase in Iran’s production rate and stockpiles of uranium enriched up to 60%. We call on Iran to cease and reverse nuclear activities that have no credible civilian justification. We deeply regret that the implementation of preparatory measures aimed at stopping the increase of the stockpiles of uranium enriched up to 60%, which could have given positive effects on the urgently needed diplomatic efforts to resolve Iran’s nuclear issue, has not been continued.
Japan shares the Director General’s deep regret that Iran did not accept the designation of four additional experienced Agency inspectors despite Iran’s indication of a willingness to consider the acceptance.
We once again urge Iran to fully implement its commitments under JCPOA including transparency measures, and to re-apply the Additional Protocol.
Japan asks the Director General to keep the Board of Governors informed on any developments, so that this important issue can continue to be addressed properly.
