Statement by Ambassador KAIFU Atsushi at the IAEA Board of Governors Meeting starting on Monday, 3 March 2025 Item 7(d): NPT Safeguards Agreement with the Islamic Republic of Iran

Japan thanks the Director General for the report on this agenda item.
The Agency’s safeguards are a fundamental component for the nuclear non-proliferation regime under the NPT. Each Member State must act in a manner that preserves the integrity of the safeguards system in cooperation with the Agency.
We deeply regret that Iran has not provided any technically credible information to date on the outstanding safeguards issues related to ‘Turquzabad’ and ‘Varamin’, despite the repeated calls of this Board. We note the Director General’s serious concerns expressed in his report and the fact that the Agency is at an impasse with regard to resolving these issues. We once again urge Iran to provide the Agency with technically credible explanations for the presence of anthropogenic uranium particles found at these locations.
Japan expresses its concern that there has been no progress towards resolving the discrepancy in nuclear material balance.
We also reiterate our calls for Iran to implement modified Code 3.1 and to provide the information required by the Agency with regard to the new nuclear facilities. We note with concern that the Iran’s failure to implement the modified Code 3.1 significantly obstructs the Agency’s related ability.
Japan shares the Director General’s deep regret that Iran did not accept the designation of four additional experienced Agency inspectors despite Iran’s indication of a willingness to consider the acceptance.
Japan notes with regret that Iran has made no progress in implementing its commitments under the Joint Statement of 4 March 2023. We also note that the Director General calls upon Iran urgently to implement the Joint Statement through serious engagement. In this regard, we recognize the Director General’s discussions with Foreign Minister Araghchi at the beginning of this year and emphasize the importance of continued constructive dialogue to realize concrete outcomes towards the resolution of all outstanding issues.
Japan asks the Director General to keep the Board of Governors informed on this issue, including through the report on the comprehensive and updated assessment.
