Statement by Minister TANINAI Ichitomo at the IAEA Board of Governors Meeting starting on Monday, 3 March 2025 Item 10: Restoration of the Sovereign Equality of Member States in the IAEA

Thank you, Chair,
Japan thanks Kazakhstan for its continued efforts to raise awareness on this important matter and we fully recognise the legitimate concerns expressed by Kazakhstan and other states that are not listed in any of the regional areas stipulated in Article 6 of the IAEA Statute. Japan strongly believes that all IAEA Member States should have an equal opportunity to take part in the decision-making processes of the Agency in accordance with the Statute.
Japan expresses its support for the efforts undertaken by the so-called Arealess States to join the appropriate regional groups. We will continue to engage in close discussions with Members of all related regional groups in order to achieve progress on this issue.

Japan is pleased to express its support for the proposal by Kazakhstan to nominate the Ambassador of Argentina Mr. Zlauvinen as the next Chair of the “Group of Friends of Arealess States”.

Japan attaches high importance to the earliest possible entry into force of the 1999 Amendment to Article 6 of the IAEA Statute. Japan already accepted that Amendment and encourages all IAEA Member States that have not yet done so to accept it as soon as possible.
