Statement by Ambassador KAIFU Atsushi at the IAEA Board of Governors Meeting starting on Monday, 9 June 2025 Item 5: Verification and Monitoring in the Islamic Republic of Iran in light of the United Nations Security Council Resolution 2231 (2015)

Japan appreciates the Director General’s report on this agenda item. We commend the professional and impartial work and efforts of the Director General and the Secretariat.
 
Japan reiterates its support for the non-proliferation objectives of the JCPOA. Japan also supports the ongoing diplomatic efforts with regards to Iran’s nuclear issue, most importantly the talks between the United States and Iran. At this critical juncture, we reiterate our strong hope for a peaceful resolution of the Iran’s nuclear issue through diplomacy. The nature of Iran’s nuclear program needs to be ensured as exclusively peaceful, and the IAEA’s verification and monitoring activities are essential elements to this end.
 
Japan reiterates its serious concern over the significant accumulation of Iran’s stockpiles of uranium enriched up to 60%. We call on Iran to cease and reverse nuclear activities that have no credible civilian justification.
 
Japan remains deeply concerned that the IAEA’s verification and monitoring activities have been seriously affected by the cessation of Iran’s implementation of its nuclear-related commitments under the JCPOA.
 
To build confidence within the international community, it is vital that Iran proactively demonstrates the nature of its nuclear activities is by all means peaceful, by showing the alignment between its intention and its actual actions in a more concrete way.
 
We strongly encourage Iran to take positive steps towards this direction, including by re-applying, and more importantly, concluding the Additional Protocol, which provides confidence among States with regard to the exclusively peaceful nature of nuclear activities. Indeed, AP is the key instrument to strengthen the international nuclear non-proliferation regime, which is widely applied by the states utilizing nuclear technology.
 
Japan asks the Director General to keep the Board of Governors informed of any developments, so that this important issue can continue to be addressed properly.
