Statement by Ambassador KAIFU Atsushi at the IAEA Board of Governors Meeting starting on Monday, 9 June 2025 Item 6(d): Application of Safeguards in the Democratic People’s Republic of Korea

Japan fully aligns itself with the Joint Statement of the DPRK Core Group delivered by Canada, and my delegation would like to make the following statement in its national capacity.
 
Japan expresses its appreciation for DG Grossi’s updates in his introductory statement on North Korea’s nuclear activities. We commend the Secretariat for its unwavering commitment to monitoring developments related to Pyongyang’s nuclear program, and continue to support the Agency’s sustained readiness for future verification in North Korea.

Japan reiterates its grave concern over North Korea’s continued nuclear-related activities, as noted by DG Grossi. We also strongly condemn North Korea’s repeated ballistic missile launches, including the one conducted last month.
These actions by North Korea constitute clear violations of multiple UN Security Council resolutions. They pose a grave and urgent threat to regional and international peace and security, and undermine the global nonproliferation regime. Japan therefore strongly urges North Korea to fully comply with all relevant UNSC resolutions, the NPT and the IAEA’s comprehensive safeguards. We also strongly urge Pyongyang to take concrete steps toward the complete, verifiable, and irreversible dismantlement of all nuclear weapons, other weapons of mass destruction, and ballistic missiles of all ranges.
 
Regrettably, the possibility of further provocations by North Korea cannot be ruled out. Addressing this ongoing challenge requires a stronger and more unified response from the international community. In this context, Japan underscores the vital importance of the full implementation of relevant UNSC resolutions by all Member States. We also reiterate serious concern over the increasing military cooperation between Russia and North Korea including the potential for transfer of nuclear or ballistic missile-related technology from Russia to North Korea.

In conclusion, Japan reiterates its firm dedication to achieving the complete denuclearization of North Korea in accordance with UNSC resolutions and remains resolute in upholding its crucial responsibilities toward this goal.
