Statement by Ambassador KAIFU Atsushi at the IAEA Board of Governors Meeting starting on Monday, 8 September 2025 Item 6(a): Application of safeguards in the Democratic People’s Republic of Korea

Japan thanks DG Grossi for his latest report and updates on North Korea in his introductory statement.

Japan reiterates its grave concern over North Korea’s expanding nuclear activities as described in the DG report. We also strongly condemn North Korea’s repeated ballistic missile launches.

These actions are clear violations of multiple UN Security Council resolutions and pose a grave threat to regional and international peace and security, as well as undermine the global nonproliferation regime. Japan therefore strongly urges North Korea to fully comply with all relevant UNSC resolutions, the NPT and the IAEA’s comprehensive safeguards, and to take concrete steps toward the complete, verifiable, and irreversible dismantlement of all nuclear weapons, other weapons of mass destruction, and ballistic missiles of all ranges.

Addressing this ongoing challenge requires a stronger and more unified response from the international community. From this perspective, Japan underscores the vital importance of the full implementation of relevant UNSC resolutions by all Member States. We also reiterate serious concern over the increasing military cooperation between Russia and North Korea including the potential for transfer of nuclear or ballistic missile-related technology from Russia to North Korea.

Moreover, to demonstrate unified determination among IAEA Member States, Japan regards adoption of the General Conference resolution on North Korea by consensus next week as quite essential. North Korea’s nuclear programs are expanding now and there is no way to overlook these unlawful activities as an IAEA Member States.

Lastly, Japan supports the Agency’s sustained readiness for future verification in North Korea and encourages the DG to continue updating the Board of Governors on relevant developments and to ensure that this important issue remains on the agenda of future meetings.
