Statement by Minister TANINAI Ichitomo at the IAEA Board of Governors Meeting starting on Monday, 8 September 2025 Item 6(b): Implementation of the NPT safeguards agreement in the Syrian Arab Republic

Thank you, Chair,
Japan welcomes the Director General’s latest report and Syria’s renewed engagement with the Agency as reported by the DG.
Japan took note of the results of the analysis of the environmental samples that revealed the presence of uranium of anthropogenic origin. We strongly encourage the Syrian authority to seize the opportunity and fully cooperate with the Agency to resolve all outstanding issues left by the previous regime, which cannot remain unaddressed. In this regard, we stress the importance of ensuring the safety of the Agency’s staff in Syria and urge all parties concerned not to threaten their safety.
We also call upon Syria to consider seriously concluding an Additional Protocol, which provides greater confidence among States regarding transparency on nuclear activities and commitments to nuclear non-proliferation. We believe that its conclusion can facilitate further engagement of the international community with Syria.
Japan requests the Director General to keep the Board of Governors informed on this issue and retain this item on the agenda.
