Statement by Minister SHIMIZU Chitaru at the Technical Assistance and Cooperation Committee (TACC) Meeting starting on Monday, 17 November 2025 Item 2: The Agency’s proposed programme for 2026-2027

Thank you Chair.
Japan thanks the Secretariat for their tireless efforts to assist the TC recipient countries in preparing over 450 new projects for the 2026-2027 cycle. Japan strongly believes that these projects together with the ongoing projects will contribute to the achievement of the SDGs.
To ensure the smooth operation of TC projects, Japan pays its share of the Technical Cooperation Fund (TCF) in full and in a timely manner, which amounted to 7.5 million Euros this year. We continue to encourage all Member States to pay their TCF target shares and National Participation Costs (NPCs) in full and in a timely manner.
Japan remains a strong supporter of the Agency’s initiatives, such as ZODIAC, NUTEC Plastics, Rays of Hope, and Atoms4Food. Our latest extrabudgetary contribution includes an additional 7.3 million Euros to Rays of Hope, which assists 22 African countries by providing equipment for breast cancer detection, as well as Ukraine by supporting the treatment of eye cancer. Our assistance to Africa is in line with the theme of the Tokyo International Conference on African Development (TICAD) 9, held in Yokohama this August, namely "Co-create innovative solutions with Africa". We hope that our contribution through the Agency will help countless lives by applying Japanese high-quality technologies and know-how.

Japan also welcomes the Agency’s efforts in enhancing non-traditional partnerships. We commend that the biannual contributions from non-traditional donors have doubled from 2.8 million Euros to 6.4 million Euros in last two years. In this context, we look forward to the International High-level Forum on NUTEC Plastics to be held next week in Manila, which will serve as an opportunity to foster cooperation across different sectors and to raise awareness of the initiative among them.
Finally, we appreciate the chairpersonship of Fiji for the Regional Cooperation Agreement in Asia and the Pacific (RCA) this year, leading to 6 new RCA projects successfully contained in the proposed programme. Together with Thailand, Japan is looking forward to leading a new health project of RCA to address medical challenges in this region.
With these comments, Japan supports the recommended actions to be presented to the Board of Governors.
