Statement by Minister SHIMIZU Chitaru at the Technical Assistance and Cooperation Committee (TACC) Meeting starting on Monday, 17 November 2025 Item 3: Evaluation of technical cooperation activities in 2025

Thank you, Chair,

Japan appreciates the tireless efforts of the Office of Internal Oversight Services (OIOS) in preparing its Evaluation Report.

As Japan strongly supports the Technical Cooperation Programme (TCP), we commend the OIOS’s activities to promote the IAEA’s continuous improvement in the implementation of TCP by providing an objective evaluation and facilitating organizational learning.

In paragraph 64, the Report highlights the issue of delays in achieving project outputs due to delayed procurement processes. Japan understands that delays are not only caused by procurement processes but also by other factors in many cases. Japan takes the issue of delays seriously, and requests the Secretariat to take all the necessary measures immediately including the “several key recommendations from previous OIOS reviews” to ensure the timely implementation of TC projects.

Japan also believes that the equipment provided should be operated sustainably beyond the one-year warranty, while paragraph 65 of the Report points out the issue of “limited access to maintenance services for equipment” by counterparts mainly due to financial burden. We request the Secretariat to carefully plan the procurement taking sustainability of operation more into account from the design stage.

Addressing these two points is important to make the best use of limited resources and to utilize our extra budgetary contributions efficiently, effectively, and in a timely manner.

Lastly, Japan underlines the findings of the Report regarding gender equality, and encourages the Secretariat “to further strengthen the integration of a gender perspective into the TCP” as the new co-chair of the Group of Friends of Women in Nuclear.

We hope that the OIOS will continue to play an important role in enhancing accountability and transparency of TC activities and look forward to the Country-Level Evaluation and Audit for Asia and Pacific Region next year.
