Statement by Minister SHIMIZU Chitaru at the IAEA Board of Governors Meeting starting on Wednesday, 19 November 2025 Item 5(c): Implementation of the NPT safeguards agreement in the Syrian Arab Republic

Japan appreciates the Director General’s continued commitment in this issue.
Japan continues to encourage the Syrian authorities to cooperate with the Agency with full transparency to resolve all outstanding issues left by the previous regime. These issues cannot remain unaddressed. We hope that the Agency can go back to Dair Alzour at an early time to enable the elucidation of the activities that have been taken in connection with this issue.
The Additional Protocol provides greater confidence among States regarding transparency of nuclear activities. We call upon Syria to seriously consider concluding its Additional Protocol. We believe that its conclusion can also facilitate further the engagement of the international community with Syria.
Japan requests the Director General to keep the Board of Governors informed of this issue and retain this item on the agenda.
