Statement by Ambassador KAIFU Atsushi at the IAEA Board of Governors Meeting starting on Wednesday, 19 November 2025 Item 5(f): NPT Safeguards Agreement with the Islamic Republic of Iran

Thank you, Chair,
Japan thanks the Director General for his reports and his dedicated efforts toward the resumption of full implementation of safeguards.
Japan notes that inspections and DIVs have been conducted in certain nuclear facilities which are not affected by the military attack. While considering the difficulties in facilities affected by the attack, we urge Iran to submit without delay the special report as required under its safeguards agreement and to fully cooperate with the Agency for an urgent resumption of full implementation of safeguards.
Japan is seriously concerned with the accumulated highly enriched uranium which remains in Iran without Agency verification for five months now. As the DG’s latest report indicates, the verification is long overdue and this is a matter of compliance with the safeguards agreement.
Japan regrets that there has been no engagement between Iran and the Agency on the unresolved safeguards issues as reported by the DG. Japan hopes that Iran seizes the opportunity granted by the Board resolution of last June to remedy its non-compliance at the soonest possible opportunity.
Considering Iran's non-compliance with the safeguards agreement, it is critically important that assurances be obtained that Iran's nuclear program is exclusively peaceful, and Japan emphasizes the importance of efforts of all parties to this end. We acknowledge also the Director General's point regarding the necessity of a commonly agreed framework and his stated disposition to engage with Iran to work constructively to this end.
Japan’s position which places importance on resolving this issue through dialogue remains unchanged. Emphasizing the importance of diplomacy, including the early resumption of talks between the United States and Iran, Japan will continue to make all necessary diplomatic efforts with the international community.
Japan asks the Director General to keep the Board of Governors informed on this issue.
