Statement by Ambassador KAIFU Atsushi at the IAEA Board of Governors Meeting starting on Monday, 2 March 2026 Item 5(d): Implementation of the NPT safeguards agreement and relevant provisions of the United Nations Security Council resolutions in the Islamic Republic of Iran

Japan takes note of the DG’s opening statement and appreciates his reports as well as his dedicated efforts.

As I have already made a comment on the current situation during the Extraordinary Meeting held Monday morning, I will not repeat it under this agenda item.

Regarding the DG’s reports, Japan reiterates its serious concern over the accumulated highly enriched uranium for which the verification is long overdue. This is a matter of proliferation concern and of compliance with the safeguards agreement. We once again urge Iran to submit, without any further delay, the special report as required under its safeguards agreement.

We also regret that there has been no engagement by Iran on the unresolved safeguards issues. Iran must remedy its non-compliance as soon as possible.

The DG emphasizes in his report that the implementation of the safeguards agreement cannot be suspended under any circumstances. While carefully watching the evolving situation, we continue to urge Iran to fully cooperate with the Agency for an urgent resumption of full implementation of safeguards.
 
Japan’s position, which places importance on resolving this issue through dialogue, remains unchanged. We express our deep appreciation and support for the DG’s continued relentless engagement towards diplomatic solution with indomitable spirit. Japan will also continue to make all necessary diplomatic efforts in coordination with the international community.
 
Japan requests the DG to keep the Board of Governors informed on this issue.
