Statement by Minister SHIMIZU Chitaru at the IAEA Board of Governors Meeting starting on Monday, 8 June 2026 Item 5(e): Implementation of the NPT safeguards agreement in the Syrian Arab Republic

Japan welcomes and support the Director General’s continued commitment.
 
Japan continues to encourage the Syrian government to cooperate with the Agency with full transparency to resolve all outstanding issues left by the previous regime, which cannot be left unresolved.
We hope that the Agency will be able to return to the site as soon as possible and clarify the past nuclear activities as well as the current location of the relevant nuclear materials.
 
Japan is supporting Syria including through our extrabudgetary contributions to the Agency’s Technical Cooperation Programme and consistently calls upon Syria to conclude its Additional Protocol.
The AP is the key instrument for ensuring transparency, thereby providing greater confidence among states.
 
Japan requests the Director General to keep the Board of Governors informed of this issue and to retain this agenda item until the necessary clarification has been achieved.
