Ambassador Mitsuru KITANO signed the Terms of Reference for the IAEA Mission on the Decommissioning of the Fukushima Daiichi NPP

1. On 13 January 2015, Ambassador Mitsuru KITANO signed the Terms of Reference for the IAEA Mission on the Decommissioning of the Fukushima Daiichi NPP together with Mr. Alexander Bychkov, IAEA Deputy Director General and Head of the Department of Nuclear Energy, at IAEA Headquarters, Vienna, Austria.



2. The IAEA mission is to be dispatched at the request of the Government of Japan. The mission will review Japan’s effort for decommissioning the units as well as challenges they face, and provide its evaluation and advice to Japan. Japan has received two reports containing IAEA evaluation and advice in the past. This mission, scheduled from 9 to 17 February, will be the third one.


3. Ambassador Mitsuru KITANO remarked that “Close cooperation between Japan and IAEA is extremely important to appropriately advance decommissioning process of Fukushima Daiichi NPP. Japanese government wishes to receive IAEA’s advice based on its technical expertise” in the Signing Ceremony.

In accordance with the Mid-and-Long-Term Roadmap towards the Decommissioning of TEPCO's Fukushima Daiichi Nuclear Power Plant Units 1-4, which was revised in June 2013, Japan has been advancing efforts for decommissioning TEPCO’s Fukushima Daiichi NPP Units 1 to 4. The IAEA mission is to be dispatched at the request of the Government of Japan. The mission will review Japan’s effort for decommissioning the units as well as the challenges they face, and provide its evaluation and advice to Japan. Japan received two reports on its evaluation and advice in the past. - First visit: From April 15 to 22, 2013 - Second visit: From November 25 to December 4, 2013 During the third visit, the mission will hold meetings in Tokyo with the Agency for Natural Resources and Energy, TEPCO, and other entities, conduct a field study at Fukushima Daiichi NPS, and release a summary of the results of the review on the final day of the visit. The Government of Japan and IAEA are going to adjust details of the itinerary and review areas of the mission.
