Ambassador HIKIHARA Takeshi signed the Terms of Reference for the IAEA Mission on the Decommissioning of the Fukushima Daiichi NPP

1. On 28th, June 2021, Ambassador HIKIHARA Takeshi signed the Terms of Reference for the IAEA Mission on the Decommissioning of the Fukushima Daiichi NPP with Mr.Mikhail Chudakov, IAEA Deputy Director General and Head of the Department of Nuclear Energy.
2. The IAEA mission is to be dispatched at the request of the Government of Japan. The mission will review Japan’s efforts for decommissioning the units as well as challenges they face, and provide its evaluation and advice to Japan. Japan has received four reports containing IAEA evaluation and advice in the past. This mission will be the fifth one.

In accordance with the Mid-and-Long-Term Roadmap towards the Decommissioning of TEPCO's Fukushima Daiichi Nuclear Power Plant Units 1-4, which was revised in December 2019, Japan has been advancing efforts for decommissioning TEPCO’s Fukushima Daiichi NPP Units 1 to 4. The IAEA mission is to be dispatched at the request of the Government of Japan. The mission will review Japan’s efforts for decommissioning the units as well as the challenges they face, and provide its evaluation and advice to Japan. Japan received four reports on its evaluation and advice in the past.
- First visit: From April 15 to 22, 2013
- Second visit: From November 25 to December 4, 2013
- Third visit: From February 9 to 17, 2015
- Fourth visit: From November 5 to 13, 2018.
During the fifth visit, the mission will hold meetings in Tokyo with the Agency for Natural Resources and Energy, TEPCO, and other entities, visit the Fukushima Daiichi NPS, and release a summary of the results of the review on the final day. The Government of Japan and the IAEA are going to adjust details of the itinerary and review areas of the mission.
Review related to the safety aspects of the discharge of ALPS treated water is expected to be separately arranged with the IAEA, and not part of this Mission.
