IAEA6月理事会(議題11 IAEAにおける加盟国の主権平等の回復)ステートメント(海部篤大使)(英語)

Thank you, Mr. Chair,
Japan fully recognises the legitimate concerns expressed by Kazakhstan and other states which are not listed in any of the regional areas stipulated in Article 6 of the IAEA Statute. Japan strongly believes that all IAEA Member States should have an equal opportunity to take part in the decision-making processes of the Agency in accordance with the Statute.
In this regard, Japan encourages all IAEA Member States that have not yet done so, to ratify the 1999 Amendment to Article 6 of the Statute for its early entry into force.
Japan reiterates its appreciation for the initiative taken by Kazakhstan to lead the discussion on this matter and applauds Slovenia’s leadership, or even more precisely, Ambassador Žvokelj’s energetic leadership as Chair of the “Group of Friends of Arealess States”.
Japan also expresses its support for the efforts undertaken by the so-called Arealess States to join the appropriate regional groups. We will continue to cooperate with all IAEA Member States as well as engage in close discussions with Members of the Far East Group in order to achieve progress on this issue.
