Statement by Minister Takehiro Kano on Nuclear Safety at the IAEA Board of Governors Meeting starting on 6 March 2017


Agenda Item 4: Verification and Monitoring in the Islamic Republic of Iran in light of the United Nations Security Council Resolution 2231(2015)

        Thank you, Mr. Chairman,
        Japan appreciates the Director General’s report on Verification and Monitoring in the Islamic Republic of Iran in light of the United Nations Security Council Resolution 2231 dated 24th February 2017 (GOV/2017/10). We also appreciate the technical briefing by the Secretariat on 28th February.
        Japan will continue to support the JCPOA, which strengthens the international non-proliferation regime and helps to contribute to the peace and stability of the Middle East region, and highly appreciates the effort made by all parties for the steady implementation of the JCPOA. It should be recalled that Iran’s steady implementation of the JCPOA is the basis for further cooperation between Iran and the international community, including Japan. Japan takes note with appreciation of the Director General’s report that the quantity of Iran’s Low Enrichment Uranium (LEU) stockpile was 101.7kg and as such the stockpile has not exceeded the limit of the JCPOA, and that Iran has also accepted additional Agency inspectors. Japan strongly hopes that the JCPOA will continue to be fully implemented, and we will provide active support for this objective.
        Mr. Chairman,

        It is of great importance that the Agency continues to monitor and verify Iran’s implementation of the Additional Protocol and its other nuclear related commitments under the JCPOA, and that the Agency’s regular reports to the Board provide adequate information on Iran’s implementation. Japan welcomes the additional information in the latest Director General’s report which was not included in previous reports, such as the quantity of the LEU stockpile. These details serve the objective of increasing transparency of the implementation of the JCPOA. I emphasize that the support of the international community remains crucial, as the Agency assumes increasingly important roles. Japan, on its part, made a new contribution of 1.5 million Euros. It is extremely important for the IAEA to secure sufficient resources in a seamless manner. In this context, we look forward to seeing the largest possible number of Member States actively supporting the implementation of the agreement, to be led by those countries which were directly involved in concluding the agreement

        The exclusively peaceful nature of Iran’s nuclear programme must be ensured through the full implementation of the JCPOA. Japan hopes that the Board of Governors will continue to address the verification and monitoring in Iran in its future meetings, in an appropriate manner, based on regular reports by the Director General that contain adequate information regarding Iran’s implementation of its commitments.
