Thank you, Madame Chair,
Japan believes that today’s Board of Governors Meeting, convened against the backdrop of recent developments on verification and monitoring activities in Iran, is both timely and a very important occasion.
Madame Chair,
Our views on the JCPOA have been repeatedly shared at previous Board meetings. Japan continues to firmly support the JCPOA, as it strengthens the international non-proliferation regime and contributes to the peace and stability of the Middle East region. From this standpoint, Japan has extended technical support for Iran’s implementation of the JCPOA. Iran’s steady and full implementation of the JCPOA is the basis for further cooperation between Iran and the international community, including Japan.
Madame Chair,
On the 1st of July, the Government of the Islamic Republic of Iran announced that the LEU stockpile in Iran will exceed the limit prescribed under the JCPOA, and on 7th of July, Iran further announced that it will start uranium enrichment above the agreed limit. These developments have been confirmed by the Agency. Japan takes note with concern of the Director General’s reports on Verification and Monitoring in the Islamic Republic of Iran In light of the United Nations Security Council Resolution 2231, dated 1st and 8th of July (GOV/INF/2019/8 and GOV/INF/2019/9).
Together with the international community, Japan has been making repeated calls at the highest and other various levels to Iran to fully comply with the JCPOA. Japan is strongly concerned that Iran took the recent measures despite such repeated calls. Japan sincerely hopes for an easing of tensions and a stabilizing of the situation in the Middle East region. Japan once again strongly urges Iran to fully comply with the JCPOA, to immediately return to its commitment under the JCPOA and to refrain from further measures that may undermine the JCPOA. Iran should avoid causing any doubt about the peaceful nature of its nuclear activities.

Japan supports ongoing diplomatic efforts to secure the implementation of the JCPOA. Japan, for its part, continues its own diplomatic efforts toward easing tensions and stabilizing the situation in the Middle East region in coordination with relevant countries and international organizations. Japan also supports the Agency’s verification and monitoring activities in Iran. It is of utmost important that the Director General continues to provide regular updates, and additional reports to the Board of Governors at any time, if appropriate.
