Chair,
Let me begin by congratulating you, Mr. Jose Luis Hidalgo Castellanos, my dear friend of Mexico,, on your election as President of the PBC. I assure you of my full support. I also extend my appreciation to the outgoing president, H.E. Mr. Ferenc Dancs, Ambassador of Hungary, and other Bureau members for their dedicated work.
Japan commends the Secretariat for its continued commitment under the strong leadership of DG Dr. Müller.

Amid today’s increasingly complex global challenges, UNIDO’s work has proven especially significant in advancing inclusive and sustainable industrialization. We commend the organization’s concrete efforts to promote the SDGs and implement IDDA III in partnership with various stakeholders such as private companies, NGOs, and International Organizations.

Chair,
Prior to the TICAD 9, to be held in Yokohama in this August, Japan co-hosted the “UNIDO-Japan Partnership for Africa” event in March here in Vienna. We sincerely thank UNIDO for its valuable support in highlighting the importance of industrial development in Africa.
This spirit of partnership is also reflected in Japan’s recent approval for five new UNIDO projects in Ethiopia, Nigeria, Sudan, and Tanzania, as well as one regional project in Africa.
(Japan’s Contributions in Ukraine, Global South, 14 CARICOM, Fiji, Brazil)
Japan continues its support to Ukraine through “Green Industrial Recovery Project,” and Japan has launched new ventures in 14 CARICOM countries, Fiji and Brazil focusing on technology transfer, plastic value chains, and industrial resilience.
We remain committed to promoting sustainable industrial development in the Global South through collaboration with Japanese private companies and their local partners in respective countries.
These contributions reflect our strong confidence in UNIDO and its management. We fully support DG Dr. Müller’s re-appointment for the second term.
(Programme and Budget 2026–2027, and Budget Implementation Flexibility)
Mr. Chair,
Given the fiscal constraints faced by many Member States, we believe the proposed budget needs further adjustment. Japan’s basic position on regular budgets across international organizations is Zero Nominal Growth.
We therefore emphasize the importance of applying further efficiency measures while remaining committed to constructive dialogue.
In this context, we are ready to support budget flexibility, to gain more efficiency, provided that transparency and accountability are ensured.

Let me conclude by expressing our strong hope that Japan and UNIDO will continue working hand in hand to address urgent global challenges through our enduring partnership.
