[Agenda Item 7: Programme and budgets, 2026-2027]
Chair,
Japan commends various efforts made by the Secretariat to intensify its activities in 2024 despite the current complex global context. UNIDO is more relevant than ever in this global polycrisis. Japan recognizes that a timely and full payment of assessed contributions is critical to sustain UNIDO’s ability of effectively responding to the situation at hand.
We highly appreciate the intense and constructive dialogues on the budget proposal that have taken place to this date between the Secretariat and Member States in the format of the Informal Working Group.
Japan will continue to engage in budget discussions during this PBC. For the sake of stable and steady development of the Organization, the budget should be as sustainable for its Member States as it should be for UNIDO. We request the Secretariat to generate additional savings by strictly prioritizing any increases, with a view to bringing the budget proposal closer to the expectations of all Member States that face financial difficulties in today’s global context. We are ready to participate in constructive deliberations for the sake of reaching consensus on a solution.
We are concerned that the staff table of 574 positions approved in 2023 has not been fully encumbered to this date, and we expect that this situation will be resolved promptly with the operational budget 2026-2027 as proposed. We also believe it is essential for the Secretariat to aim for a level of TC delivery that is sustainable within a managed risk framework, and also to attach greater importance on the outcome and impact of TC projects.
Regarding the budget flexibility, we commend the Secretariat’s efforts to explain ways to ensure efficiency gains in the next biennium. Recognizing that vertical flexibility will allow the organization to respond to fluctuating situations, we welcome the 10% flexibility proposed among major items in the approved result areas, under the condition that transparency and accountability are ensured by the Secretariat. Regarding the horizontal flexibility, we fully understand its merits and continue to expect that the Secretariat ensures full transparency of its usage.
With these remarks, Japan takes note of relevant documents PBC. 41/6.
