Madam Chair,
Japan takes note of document PBC.42/12 regarding the United Nations development system reform.
Japan supports the ongoing reform of the United Nations Development System as part of the UN80 Initiative. Japan also welcomes UNIDO's efforts to increase its impact on the ground, including through the field network reform, enhanced engagement with UNCT and UNSDCF, and the use of common premises and back offices.
Japan expects UNIDO to continue playing an important role as a specialized agency and requests the Secretariat to ensure full transparency with Member States by regularly reporting on tangible results and improvements in financial efficiency achieved through the UNDS reform and the UN80 Initiative as a whole.
As stated under Agenda Item 3, it is time for UNIDO to further differentiate itself from other development agencies by building on its comparative advantages. Such reform should include reinforcing the use of its well-established expertise in industrial policy advisory. In this regard, once again, Japan suggests fellow Member States and the UNIDO Secretariat engage in substantive discussion on reviewing UNIDO's function and organization while pursuing efficiency measures.
