UNIDO第42会期計画予算委員会:議題3:2025年事務局長の年次報告におけるステートメント(岡部大介臨時代理大使)(英語)

Thank you, Madam Chair,
 
Let me begin by congratulating Her Excellency Matilda Aku Alomatu Osei-Agyeman, Ambassador Extraordinary and Plenipotentiary of the Republic of Ghana, on your election as President of the Programme and Budget Committee. I assure you of Japan’s full support. I also extend my appreciation to the outgoing president, Mr. Jorge Luis Hidalgo Castellanos, Minister of the Permanent Mission of Mexico, and other Bureau members for their dedicated work. We warmly welcome the United Kingdom back to the Organization and look forward to future successful cooperation.
 
Despite dramatic shifts in the global landscape, UNIDO's importance endures. Japan commends UNIDO's efforts, presented in its Annual Report 2025, to address diverse pressing global challenges. Japan believes in leveraging private sector partnerships to maximize UNIDO's impact.
 
As UNIDO's largest donor, we remain committed through substantial voluntary contributions and the full payment of our assessed contribution. These funds are translated into concrete actions across the globe, supported by Japanese businesses who bring cutting-edge technologies and expertise to drive capacity building and technical assistance in partner countries.
 
To highlight two flagship examples, Japan has committed US$ 188 million to the "Green Industrial Recovery Project" in Ukraine and US$ 211 million to a project targeting countries of the Global South, both of which are delivering tangible results. In Ukraine 47 feasibility studies have been adopted across telemedicine, ICT, agriculture and other fields. Under the Global South project, seven large-scale demonstrations have started in Africa, Asia and Latin America covering mineral resources, green energy, decarbonization, circular economy, climate change measures, and AI.
 
Aligning with DG Müller’s priorities of ending hunger and promoting agribusiness, last month, in the presence of Japan's Minister of Agriculture, Forestry and Fisheries Mr. Suzuki, the Ministry and UNIDO signed a joint declaration on cooperation in agribusiness, marking a new chapter in our partnership. This declaration reflects our commitment to harnessing innovative Japanese technologies to strengthen agribusiness and food value chains in partnership with UNIDO.
 
Madam Chair,
As the rules-based international order is being challenged, the UN system is undergoing fundamental reform as reflected in the UN80 Initiative. UNIDO is no exception. Japan believes it is time for UNIDO to further differentiate itself from other international development agencies by building on its core mandate and comparative advantages, including its well-established expertise in industrial policy advisory. In this regard, Japan suggests fellow Member States and the UNIDO Secretariat engage in substantive discussion on reviewing UNIDO's function and organization while pursuing efficiency measures.
 
In closing, Japan remains firmly committed to our partnership with UNIDO toward Inclusive and Sustainable Industrial Development for all and looks forward to engaging constructively in this session’s deliberations.
