Thank you, Madame Chair,

Japan appreciates the Director General’s reports on this Agenda Item as well as the technical briefing by the Secretariat.

At the outset, Japan reiterates its firm support to the JCPOA, which strengthens the international non-proliferation regime and contributes to the peace and stability of the Middle East. Japan welcomes the expressed intention of the US administration to reengage in diplomatic talks with Iran and encourages all signatories of the JCPOA to accelerate their efforts for a diplomatic solution to preserve the deal.

Madame Chair,

We must not miss the window of opportunity ahead of us.

In this regard, Japan reiterates its strong concern on Iran’s continued reduction of its commitments, including the enrichment of UF6 up to 20%, production of uranium metal, the LEU stockpile, the centrifuge R&D activities and expanding production at FEP.

Japan is also seriously concerned that Iran informed the IAEA to stop the implementation of transparency measures under the JCPOA including the AP. This constraints the Secretariat’s capacity to verify and monitor Iran’s nuclear-related commitments. Exclusively peaceful nature of Iran’s nuclear programme must be ensured through the full implementation of the JCPOA and the whole set of transparency measures is at its heart. Iran should avoid causing any doubt about the peaceful nature of its nuclear activities.

In this context, Japan acknowledges the temporary bilateral technical understanding between Iran and the IAEA. Japan commends and fully supports the Director General and the Secretariat’s professional and impartial efforts, including the recent visit of the DG to Tehran and outgoing efforts, use of all available information and provision of reports with appropriate and sufficient details. Japan urges Iran to fully cooperate with the IAEA.

Madam Chair,

Japan once again strongly urges Iran to refrain from taking further measures that may undermine the JCPOA and to immediately return to its full commitment, including transparency measures.

Madame Chair,

Japan will continue its diplomatic efforts toward easing tensions and stabilizing the situation in the Middle East region, together with the international community.

Japan hopes that the Board of Governors will continue to address this issue, based on regular reports by the Director General.
