Thank you, Madame Chair,

Japan appreciates the Director General’s reports on this Agenda Item as well as the technical briefing by the Secretariat.

Japan reiterates its firm support for the JCPOA, which strengthens the international non-proliferation regime and contributes to the peace and stability of the Middle East. We expect development towards returning to full implementation of the JCPOA both by the US and Iran through the ongoing dialogue on JCPOA among relevant countries. Japan will contribute proactively to this end.

Japan reiterates its strong concern over Iran’s continued reduction of its commitments, such as the enrichment of UF6 up to 60%, the production of uranium metal, the increased stockpile of enriched uranium, the centrifuge R&D activities and the expanding production at FEP.

Madam Chair,

Japan is also seriously concerned that Iran stopped the implementation of transparency measures under the JCPOA including the AP and that consequently, since 23 February, the Agency’s verification and monitoring activities have been affected including daily access upon request to facilities. The exclusively peaceful nature of Iran’s nuclear programme must be ensured through the full implementation of the JCPOA, and the whole set of transparency measures is at its heart. Iran should avoid causing any doubt about the peaceful nature of its nuclear activities.

In this context, while acknowledging the agreement between the Agency and Iran reached on 24 May regarding temporary bilateral technical understanding, which is to enable the Agency to recover and re-establish the necessary continuity of knowledge, Japan emphasizes that it does not substitute the transparency measures under the JCPOA.

Japan commends and fully supports the professional and impartial efforts of the Director General and of the Secretariat, including use of all available information and provision of reports with appropriate and sufficient details. Japan urges Iran to fully cooperate with the IAEA.

Madam Chair,

Japan once again strongly urges Iran to refrain from taking further measures that may undermine the JCPOA and to immediately return to its full commitment, including transparency measures, inter alia, provisional application of the Additional Protocol.

Japan hopes that the Board of Governors will continue to address this issue, based on regular reports by the Director General.
