Thank you, Chair,
Japan thanks Director General Grossi for preparing the report and Deputy Director General Aparo for the technical briefing on this agenda item.
Japan highly commends the professional and impartial work of the Director General and the Secretariat in the implementation of safeguards. The Agency’s safeguards are a fundamental component of the nuclear non-proliferation regime under the NPT. Each member of the Agency has to act in a manner that preserves the integrity of the safeguards system in cooperation with the Agency.
Japan is deeply concerned that after almost three years since this issue was brought to the attention of the Board, the safeguards issues on undeclared locations in Iran remain unresolved. These issues stem from Iran’s obligations under its CSA with the Agency. Japan is increasingly concerned that Iran has not engaged with the Agency to resolve outstanding safeguards issues on Turquzabad, Varamin and ‘Marivan’, despite the call from the Board of Governors in the form of a resolution adopted in June, as well as numerous opportunities given by the Agency to Iran.
Japan believes that if Iran provides technically credible explanations that enables the Agency to provide assurance on the exclusively peaceful nature of Iran’s nuclear programme, it will serve not only for the integrity of the nuclear non-proliferation regime, but also for the interest of Iran. Japan urges Iran to cooperate with the Agency fully and immediately, to fulfill its legal obligations, and to engage without further delay with the Agency to resolve all outstanding issues.
Iran’s legal obligations under the Subsidiary Arrangements to its Safeguards Agreement cannot be modified unilaterally. Japan calls on Iran to fulfill all of its legal obligations under the Subsidiary Arrangements and fully implement modified Code 3.1.
Japan strongly supports the Agency’s continued efforts aimed at resolving the outstanding issues and providing assurance that Iran’s nuclear programme is exclusively peaceful.
Japan requests the Director General to keep the Board of Governors informed on this issue.
