Thank you, Chair,

Japan appreciates the Director General’s reports on this agenda item, as well as the technical briefing by Deputy Director General Aparo and his team.

Japan reiterates its support for the JCPOA, which strengthens the international non-proliferation regime and contributes to the peace and stability of the Middle East and hopes for the immediate return to compliance with the JCPOA by all relevant countries.

Japan highly commends the professional and impartial work and efforts of the Director General and the Secretariat related to the verification and monitoring of Iran’s implementation of its nuclear-related commitments under the JCPOA,


The exclusively peaceful nature of Iran’s nuclear program must be ensured through the full implementation of the JCPOA, and by the IAEA’s verification and monitoring activities.
It is deeply worrying that the Agency has not been able to perform JCPOA verification and monitoring activities in relation to the production and inventory of centrifuges, rotors and bellows, heavy water and UOC (Uranium Ore Concentrate), which would prevent the Agency from re-establishing continuity of knowledge in relation to these elements, in the event of a full resumption of the JCPOA.

Japan expresses its serious concerns over Iran’s actions inconsistent with its commitments, including continued increase in the stockpile of enriched uranium up to 20% and 60%, as well as the further development and deployment of advanced centrifuges. Japan is paying close attention to the report on the presence of highly enriched uranium particles up to 83.7% U-235 at the FFEP (Fordow Fuel Enrichment Plant).

In this context, Japan appreciates the DG’s continued engagement with Iran including his recent visit to Tehran. Japan urges Iran to implement in a timely manner the Joint Statement between the AEOI and the IAEA to allow the IAEA to implement further appropriate verification and monitoring activities.

Japan once again urges Iran to fully and immediately return to its JCPOA commitments, including the provisional application of the Additional Protocol, the implementation of modified Code 3.1 and other transparency measures. Japan urges Iran to fully cooperate with the Agency.


Japan requests the Director General to keep the Board of Governors informed on any developments, so that this important issue can continue to be addressed.
