Thank you, Chair,
 
Japan appreciates the tireless efforts of the Office of Internal Oversight Services (OIOS) to prepare its Evaluation Report and for the informal briefing held on 3 November.
 
As Japan strongly supports the Technical Cooperation Programme (TCP), we commend the OIOS’s activities to promote the IAEA’s continuous improvement culture by providing an objective evaluation of the TCP and facilitating organizational learning.  We would like to encourage the Secretariat to take into account the recommendations and findings of the OIOS report and to implement the TCP effectively and efficiently to make the best use of limited resources.

In the OIOS report, while we see positive evaluations of the TCP, Japan would like to draw your attention to the finding that “There are systemic weaknesses in national TC project design in relation to project duration and to budget allocation and utilization”. This finding indicates that more things should be done to ensure a more efficient utilization of financial resources within the current budget size. Japan requests the Secretariat to utilize the Logical Framework Matrices (LFM) in a more appropriate manner when the Secretariat assists the TC recipient countries in designing new TC projects.
 
We hope that the OIOS will continue to play an important role in enhancing accountability and transparency of the IAEA TC activities and look forward to the Country-Level Evaluation and Audit for the African region next year.
 
With these comments, Japan takes note of this year’s OIOS Evaluation Report as contained in document GOV/2023/52.
