IAEA特別理事会(議題1 文書 GOV/2024/47で言及された事項)(ウクライナ)ステートメント

Thank you, Chair,
It has been more than two years since the start of Russia’s aggression against Ukraine, which constitutes a serious violation of international law, including the United Nations (UN) Charter. Russia’s actions have already brought about a deeply concerning situation as regards the nuclear safety and security in Ukraine.
This week, another concerning development took place, namely Russia’s missile attack on civilians and civilian objects, including a children’s hospital “Okhmatdyt” in Kyiv, recipient of IAEA Technical Cooperation (TC) projects. We express our deepest condolences to those who lost their loved ones and hope for an early recovery of those injured. The very fundamental principles that civilian objects shall not be the object of attack need to be observed in good faith. This kind of attack itself undermines the IAEA’s assistance efforts to accelerate and enlarge the contribution of atomic energy to peace, health, and prosperity.
Japan always supports the sovereignty, independence, and territorial integrity of Ukraine within its internationally recognised borders, as well as the peaceful uses of nuclear energy by the member states. Russia must cease any actions which undermine the nuclear safety and security in Ukraine as well as the IAEA’s efforts in Ukraine, including its assistance activities.
My delegation reiterates the IAEA’s essential role and appreciates dedicated efforts by IAEA staff under very difficult circumstances. Specifically in this case, we hope for the safe and secure implementation of TC projects. Japan supports every effort made by the IAEA and continues to support its work related to Ukraine.
