IAEA9月理事会(議題6 原子力科学技術応用に係る活動強化)ステートメント(谷内一智公使)(英語)

令和6年9月10日
Thank you, Chair,

Japan thanks the Secretariat for preparing a comprehensive and informative report on this item.

The peaceful uses of nuclear science and technology can make a tangible contribution to effectively addressing imminent global challenges including climate change and facilitating the implementation of the 2030 Agenda for the SDGs.

In this regard, Japan highly appreciates the IAEA’s long-standing contribution to the promotion of the peaceful uses of nuclear science and technology including through its significant initiatives such as ZODIAC, NUTEC Plastics, Rays of Hope and Atoms4Food.

Japan believes the level of accessibility to nuclear science and technology should be further improved for the benefit of the largest possible number of people. To this end, Japan will continue to provide various means of support and work together with the IAEA and other Member States, hoping that the Agency will continue to play the central role in promoting the peaceful uses of nuclear science and technology by making the most of its unique knowledge and expertise.

Chair,

Japan also welcomes the IAEA’s strengthened efforts on fusion. Recognizing the deep implication fusion has in the context of energy security, environmental problems and climate change, Japan has reinforced a wide range of activities in this area under the first Fusion Energy Innovation Strategy published last April, aiming to accelerate the realization of fusion energy. The foundation of the Japan Fusion Energy Council (J-Fusion), which is comprised of more than 70 organizations mostly from the private sectors, and enhancement of strategic international partnerships with the United States and with the EU, are some examples of recent progress. With a variety of technological advantages, reliable manufacturing industries, basic research infrastructures and human resources, Japan looks forward to actively participating at the inaugural Ministerial Meeting of the World Fusion Energy Group (WFEG) to be held in Rome in November.

Chair,

Taking this opportunity, let me briefly highlight the 25th anniversary of FNCA, Forum for Nuclear Cooperation in Asia. The forum was established in 1999, and since then a large number of collaborations have been implemented among 12 member countries mainly in non-power nuclear applications such as radiation oncology, mutation breeding, and so on, thanks to the hard work of the experts involved. Japan keeps leading this cooperation framework to promote the peaceful uses of nuclear science and technology in Asia in an efficient and effective way.

Chair,

To conclude, Japan appreciates the efforts of Co-Chairs Finland and Ghana together with the Secretariat to hold the IAEA Ministerial Conference on Nuclear Science, Technology and Applications and the Technical Cooperation Programme this November and looks forward to its great success.

With these comments, Japan takes note of the Agency’s report, GOV/2024/34-GC (68)/10.

Thank you, Chair.
