Japan appreciates IAEA’s activities contained in “Nuclear Security Review 2025” report.
 
Chair,
 
Japan strongly supports the IAEA’s central role in international cooperation in nuclear security. In parallel with the expansion of the peaceful use of nuclear energy, each country promoting such use must raise its awareness of nuclear security, and needs to make efforts to ensure the highest level of nuclear security.
 
The “Nuclear Security Review” serves to enhance effective international cooperation, by providing stakeholders with updated information and perspectives in this field. Japan welcomes the Secretariat’s efforts to enhance communication with Member States through consultations and briefings on nuclear security related topics, including the Nuclear Security Fund.
 
Japan supports the nuclear security priorities presented in the Nuclear Security Review and looks forward to starting collaborative work between the IAEA and Member States in order to make “Nuclear Security Plan from 2026 to 2029” meet Member States’ needs and priorities.
 
Let me briefly touch upon several issues that are addressed in the Review.
 
With regard to the international legal instruments, Japan strongly supports the universalization of the Convention on the Physical Protection of Nuclear Materials (CPPNM) and its Amendment, as a means of enhancing the international nuclear security framework and contributing to strengthening the non-proliferation regime.
 
On nuclear security guidance, Japan welcomes that the Agency formally initiated the process to revise the Nuclear Security Fundamentals and the Nuclear Security Recommendations. Japan will continue to actively participate in discussions with the Secretariat and Member States on the development and update of the IAEA’s Nuclear Security Series.
 
On the national level, Japan continues to be committed to further enhancing its nuclear security by addressing recommendations and suggestions provided through the third IAEA International Physical Protection Advisory Service (IPPAS) mission which Japan received last July, while sharing its good practices with Member States to contribute to long-term improvements in global nuclear security.
 
Capacity building is a key element of nuclear security. Japan welcomes that the Nuclear Security Training Demonstration Centre (NSTDC) has offered many training opportunities to Member States. Japan has been contributing to capacity building by providing training courses, workshops and seminars at the Integrated Support Center for Nuclear Nonproliferation and Nuclear Security (ISCN) of the Japan Atomic Energy Agency for many years, and Japan will continue this effort.
 
Regarding nuclear security in Ukraine, Japan reiterates its firm support for the IAEA’s efforts in providing technical support and assistance for the nuclear safety and security at Ukraine’s nuclear facilities, including the continued presence of the IAEA Support and Assistance Missions.
