Thank you, Chair,
Japan thanks the Director General for the detailed comprehensive assessment on this agenda item and commends the efforts of the Director General and the Secretariat to make progress on the outstanding safeguards issues in Iran.
The Agency’s safeguards are a fundamental component of the nuclear non-proliferation regime under the NPT. Each Member State must act in a manner that preserves the integrity of the safeguards system in cooperation with the Agency.
We deeply regret that Iran has not provided to date the necessary information which is technically credible on the safeguards issues as detailed in the DG’s report, despite repeated calls of this Board and requests by the Agency.
Japan notes with grave concern the conclusion of the comprehensive assessment that Iran did not declare nuclear material and nuclear-related activities at three undeclared locations in Iran. We stress that declaration of nuclear materials subject to safeguards is an obligation under safeguards agreement.
The comprehensive assessment stated in the report that the Agency is not in a position to determine whether the nuclear material at issue is still outside of safeguards. We once again urge Iran to provide the Agency with technically credible answers to clarify this point, which is of vital importance.
Japan notes also with grave concern the DG’s reporting that Iran is the only country that is not meeting its obligation related to the implementation of modified Code 3.1. Implementing modified Code 3.1 is mandatory regardless of the JCPOA’s implementation status. We reiterate our calls on Iran to implement modified Code 3.1 and to provide the information required by the Agency with regard to new nuclear facilities.
Japan notes with regret that Iran has made no progress in implementing its commitments under the Joint Statement of 4 March 2023. We also note that the Director General calls upon Iran urgently to implement the Joint Statement through serious engagement. We call on Iran to provide further information and access to the Agency as soon as possible to address the outstanding safeguards issues as described in the Joint Statement.
At this critical juncture, we reiterate our strong hope for a peaceful resolution of Iran’s nuclear issue through diplomacy, encouraging all parties to constructively engage in diplomacy.
Japan asks the Director General to keep the Board of Governors informed on this issue.
