IAEA特別理事会(イスラエルによるイランの原子力施設に対する攻撃)ステートメント(海部篤大使)(英語)

令和7年6月16日
Thank you, Madam Chair,

Japan thanks the Director General for his latest statements with updates.

Japan is closely monitoring with grave concern the impacts on the nuclear facilities in Iran which are subject to the Agency’s safeguards as well as the safety of the Agency’s staff currently in Iran.

In this regard, we commend DG’s reiterated commitment to nuclear safety and security as well as the protection of the Agency’s staff, following the attacks by Israel against those facilities. The safety of inspectors is a precondition for the Agency’s safeguards activities. We call on all parties to continue to take all necessary measures to protect them. We also welcome the DG’s readiness to travel to Iran at the earliest possible time.

Japan is gravely concerned about the exchanges of retaliatory attacks and strongly condemn any action that could further escalate the situation. Peace and stability in the Middle East are of paramount importance to Japan. Japan urges all parties concerned to exercise maximum restraint and strongly calls for de-escalation of tensions, bearing in mind the serious implications of attacks on nuclear facilities to safety, security and safeguards.

Madam Chair,

The resolution adopted last week clarifies that Iran has an opportunity to remedy its non-compliance as soon as possible. Japan once again calls on Iran to fully cooperate with the Agency without delay.

We strongly urge Iran to take positive steps towards this direction, including by re-applying and concluding the Additional Protocol.  While noting the voluntary nature of its conclusion, we re-emphasize that the AP is necessary for bolstering confidence among States regarding non-proliferation  In this regard, Japan also urges Israel to accede to the NPT as a non-nuclear-weapon State and conclude an AP promptly and without conditions.

Taking this opportunity, Japan emphasizes once again its strong hope for a resolution of Iran’s nuclear issue through diplomacy. Japan fully supports every effort towards this end, most importantly the talks between the United States and Iran and calls on Iran to return to the negotiation table.

Japan asks the Director General to keep us informed of the Agency’s assessment on this evolving situation.

Thank you, Madam Chair.
