Thank you, Madame Chair,
 
Firstly, allow me to express our deepest condolences to the victims and people of India for the tragic airplane crash that occurred yesterday.
 
Madame Chair,

Japan thanks Kazakhstan for its continued efforts to raise awareness on this important matter and we fully recognise the legitimate concerns expressed by Kazakhstan and other states that are not listed in any of the regional areas stipulated in Article 6 of the IAEA Statute. Japan strongly believes that all IAEA Member States should have an equal opportunity to take part in the decision-making processes of the Agency in accordance with the Statute.
 
Japan expresses its support for the efforts undertaken by the Arealess States to join the appropriate regional groups. We will continue to engage in close discussions with Members of all related regional groups in order to achieve progress on this issue.
 
Madame Chair,

Japan expresses its sincere appreciation to the Ambassador of Argentina, H.E. Mr. Zlauvinen and his team for their tireless and dedicated efforts in addressing this highly complex matter. Japan encourages all Member States to engage in consultations with Argentina in a constructive and open-minded spirit.
 
Madame Chair,

Japan attaches high importance to the earliest possible entry into force of the 1999 Amendment to Article 6 of the IAEA Statute. In this regard, Japan expresses its appreciation for the Secretariat’s continued efforts to facilitate its early entry into force. Having already accepted that Amendment, Japan encourages all IAEA Member States that have not yet done so to accept it as soon as possible.
