IAEA9月理事会(議題6(c) イランの保障措置協定)ステートメント(海部篤大使)(英語)
令和7年9月10日
Thank you, Chair,
Japan thanks the Director General for his report. As we see in the report, the DG and the Secretariat exerted tremendous efforts to engage with Iran during this reporting period. We highly commend their professionalism and impartial work which must lead to the resumption of safeguards implementation under the safeguards agreement.
Japan is seriously concerned over the implementation of Iran’s law on suspension of cooperation with IAEA. Taking note of recent inspections on Bucher Nuclear Power Plant, Japan calls on Iran to resume immediately its full cooperation with the Agency. No party may invoke the provisions of its internal law as justification for its failure to perform a treaty. (While considering the difficulties in facilities affected by the military attack, it is not acceptable that Iran imposes any supplementary conditions to its cooperation with the Agency under the safeguards agreement. We express our unequivocal support to the Agency’s position in this regard.)
Japan regrets that there has been no engagement between Iran and the Agency on the unresolved safeguards issues. Japan hopes that Iran seizes the opportunity granted by the resolution of last June to remedy its non-compliance at the soonest possible opportunity.
Finally, Japan encourages once again all parties to constructively engage in diplomacy to resolve Iran’s nuclear issue.
Japan asks the Director General to keep the Board of Governors informed on this issue.
