Japan thanks the Chair and his team as well as DG Grossi and the Secretariat for arranging today’s meeting.
Japan expresses its grave concern over the continued and escalating military attacks on Ukraine’s energy infrastructure, including electrical substations. As highlighted in the DG’s recent report, these actions have “direct implications on the nuclear safety of its nuclear facilities”. In light of this, Japan reiterates the urgent need for full adherence to the “Seven Indispensable Pillars” and the “Five Concrete Principles”, both of which are recalled in preceding Board of Governors’ resolutions and calls for the maximum military restraint that the DG has repeatedly urged.
Moreover, in the midst of a particularly harsh winter, the deliberate attacks on energy infrastructure directly affect the livelihood of citizens and these actions cannot be justified.

Even at this moment, IAEA monitoring missions at nuclear power plant sites across Ukraine are carrying out their work under extremely difficult and dangerous circumstances. These efforts are sustained by the professionalism, dedication, and courage of the DG and IAEA staff. Japan pays its highest respect to all IAEA personnel for their tireless work and emphasizes that ensuring the physical safety of IAEA staff operating in Ukraine including the ongoing expert mission, is absolutely essential.

Japan stands in steadfast solidarity with Ukraine and reaffirms its unwavering support for Ukraine. Japan will continue to support the IAEA’s professional work.
